Joining the citizenship
In order to join the citizenship of Prospekt Mira,you must first learn how to hold and shoot from any weapon(recommended: MP5,UZI,9mm).Then,come to the Santa Maria Pier and ask the guards can you be the citizen of Prospekt Mira.After that,they will lead you to Captain's office that is on the pier(not on the island still) and he will call The leader and see if you can be an citizen of Prospekt Mira.

As every city in San Andreas,Prospekt Mira has it own guards too.They are here to kill the zombies if they try to get in,protect the island and citizens on it.
